Republicans must seize the moment in the wake of the Baltimore riots by heading into inner cities across the country to explain how liberals have failed, says Stephen Moore, chief economist at the Heritage Foundation.
"There's a black rage in a lot of inner cities, not just Baltimore, [but] Washington D.C. and Chicago," Moore said Tuesday on "The Steve Malzberg Show" on
Newsmax TV.

"These inner cities are kind of like war zones. There's no jobs, they have lousy schools, there's no safety and half of the people are on welfare.
"Who's been running these cities for the last 15 years? Detroit is the perfect example — you just let liberalism run amok and you turn out like Detroit where people leave and it becomes just a wasteland."
That's where the GOP has opportunity, Moore believes.
"Republicans have to maybe go to these places and say to these black leaders, black ministers and go to the churches, schools and neighborhoods and say we're going to fix this thing," he said.
That includes creating more opportunity and improving education, according to Moore.
"[They have to say] we're going to bring you jobs through our economic programs, we're going to give you school choice so you don't have to go to these lousy schools, we're going to make the streets safe because 90 percent of the blacks who live in these neighborhoods, they don't want this, they're the victims of this," he said.
"Republicans should be reaching out to these constituents and say it's liberalism that have created these unlivable conditions."
The rioting exploded on Monday, just hours after thousands mourned the death of Freddie Gray, an African American man who died from a severe spinal injury he suffered after being placed under police custody.
