Second Wash. Bernie Elector: If Hillary Wins, May Vote Conscience

A second Washington state electoral college voter says he's not absolutely committed to support Hillary Clinton if she wins the state's popular vote Tuesday, the Seattle Times reported.

Sen. Bernie Sanders supporter Bret Chiafalo told the Times he's considering his right to be "conscientious elector," freeing him from the responsibility to back Clinton.

"I have no specific plans, but I have not ruled out that possibility," he told The Times.

Chiafalo's position follows the decision by another Sanders supporter and electoral college voter, Robert Satiacum, to withhold his for Clinton — telling the Times last Friday he's eager for the opportunity.

"I hope it comes down to a swing vote and it’s me,” he told the Times. "Good. She ain’t getting it. Maybe it’ll wake this country up."

Washington State has 12 electoral votes that it would be pledged to give Clinton if she wins the election Tuesday.

But there's no constitutional requirement for Electoral College voters to support the winner of the popular vote in their state, though some states penalize holdouts, according to New York magazine. 

In Washington State, they'd be slapped with $1,000 fines.
