Computer glitches aren't Obamacare's only problem, and the law is "destined to fail," Republican Ohio Sen. Rob Portman told Fox News' "America's Newsroom."
"Even if they hadn't had this breakdown, and it's not just a computer problem, it's a breakdown in terms of how Obamacare's working," Portman, who sits on the Senate Finance Committee, said Tuesday.

With nearly 5 million people nationwide receiving cancellation notices about their healthcare insurance since the law's implementation, Portman pointed to North Dakota as an example. He said only 30 people there have signed up for Obamacare, compared with 30,000 who have had individual healthcare policies cancelled.
"A lot more people have lost insurance coverage than have been able to sign up," he said. "It's something that's even worse than many of us predicted."
Portman said people casting blame at Republicans for Obamacare's problems should "get your act together. Get this thing up and running."
The law is "fundamentally flawed" and "not ready for prime time," Portman said. Congress needs to begin anew to address costs and coverage of healthcare, he suggested.
"We've got to repeal this thing and start over, and actually put in place policies at the national level that help to get the costs of healthcare insurance down," he said.
The influence of Obamacare will make midterm elections in 2014 "interesting," Portman predicted, and said he thinks the message from voters will be, "This Obamacare plan doesn't work for America."
