The ISIS-loving terror suspect accused of mowing down people along a New York City bicycle path, killing eight, came to America on a visa program President Donald Trump is now demanding be dismantled.

The Department of Homeland Security confirmed Sayfullo Saipov entered the United States from Uzbekistan in 2010 on the State Department's Diversity Visa Lottery program.

Trump also said he is considering sending the Uzbek immigrant — whom he called an "animal" — to the U.S. military prison in Guantanamo Bay in Cuba, and asserted the United States must be "much tougher" on terror suspects, The Washington Post reported.

"Send him to Gitmo — I would certainly consider that," Trump said during a meeting with his Cabinet when a reporter asked if Saipov should be sent to the military detention facility.

He also slammed the State Department visa program.

"Diversity lottery — sounds nice – it's not nice," Trump told reporters, the Post reported.

"It's not good. It's not good. It hasn't been good. We've been against it."

"I am today starting the process of terminating the diversity lottery program," he added. "I am going to ask Congress to immediately initiate work to get rid of this program."

Trump blasted U.S. immigration laws and the criminal justice system's handling of suspects as a "a joke" and "a laughing stock," the Post reported.

"We have to get much tougher," he said. "We have to get much smarter. And we have to get much less politically correct. We're so politically correct that we're afraid to do anything."

Trump's suggestion Saipov should be sent to Gitmo elicited a strong objection from a legal advocacy group.

"Guantanamo Bay is and always has been a prison exclusively for Muslims, which is undoubtedly the only reason Donald Trump made the idiotic suggestion to send Sayfullo Saipov there," the Center for Constitutional Rights said in a news release.

The group, which challenged former President George W. Bush's use of Guantanamo Bay to detain foreign nationals, has coordinated the representation of detainees there, Talking Points Memo reported.

According to the Miami Herald, there are now 41 detainees at Gitmo.
