South Carolina Sen. Lindsey Graham said at Tuesday's undercard GOP presidential debate that he is tired of people blaming former President George W. Bush for the rise of the Islamic State (known as ISIS or ISIL.)
The real blame, Graham said, should fall on President Barack Obama for not leaving behind a residual force in Iraq.
"I would like to stop sending $350 billion overseas to buy oil from people who hate our guts, wouldn't you?" he said. "Wouldn't you like to export natural gas to cut [Russian President Vladimir] Putin's legs from under him? I'm not afraid of a guy riding around in a horse without a shirt.
"The surge worked," Graham continued.
"George W. Bush made mistakes, but he did adjust. I blame President Obama for ISIL. I'm tired of beating on Bush. I miss George W. Bush!" he shouted to applause. "I wish he were president now. We wouldn't be in this mess. I'm tired of dictators walking all over us. I'm tired of siding with the Iranians and the Russians."
