Carly Fiorina says she's okay with the CIA's waterboarding of terror suspects as a way of keeping the nation safe.

"I believe that all of the evidence is very clear — that waterboarding was used in a very small handful of cases [and] was supervised by medical personnel in every one of those cases," Fiorina told Yahoo News.

"And I also believe that waterboarding was used when there was no other way to get information that was necessary."

Waterboarding is a controversial form of torture in which liquid is poured over a cloth that covers the face and simulates drowning.

Fiorina also brushed off a Senate report that condemned the practice and said it produced little useful intelligence — saying it "undermined the morale of a whole lot of people who dedicated their lives to keeping the country safe."

Fiorina, the former CEO of Hewlett-Packard, also commented on the controversial collection of phone records by the NSA, telling Yahoo News she was "not aware of circumstances" in which the agency's surveillance "went too far."

However, she added she supports "the checks and balances" Congress enacted to end agency bulk collection of phone records."

In a new NBC/WSJ poll of Republican primary voters, Fiorina is tied for third place with Sen. Marco Rubio of Florida.
