Jeb Bush to Unveil 'Right to Rise' Economic Plan in Detroit

Former Florida Gov. Jeb Bush will test potential 2016 presidential campaign messages in a series of speeches that kick off on Wednesday, according to USA Today.

In a speech at the Detroit Economic Club titled "Right to Rise," which is also the title of the political action committee that he formed last month, Bush will outline a "positive, conservative vision of reform and renewal" that will focus on moving people up the economic ladder.

Bush has said that a Republican presidential candidate can be successful in 2016 if his or her message is "positive" and "uplifting," USA Today said.

The newspaper said that Detroit offers a compelling venue for Bush's speech, given the city's economic struggles and recent emergence from bankruptcy.

Michigan is also a Democratic state that hasn't voted for a Republican president since 1988.

This is Bush's first major speech since 2012 GOP nominee Mitt Romney withdrew himself from consideration for 2016.

A Quinnipiac poll out on Wednesday found that the 2016 GOP field continues to be wide open, and in the three crucial swing states of Pennsylvania, Florida, and Ohio, Bush only leads by a distinctive margin in his home state.
