BuzzFeed: Russia, NATO to Hold First High-Level Meetings in Five Years

For the first time in five years, the North Atlantic Treaty Organization is set to hold talks with top Russian military commanders, BuzzFeed News reported on Sunday.

The Obama administration severed several channels with Russia during the Ukraine crisis in 2013 and then banned meetings between the top military leader in NATO and his Russian counterpart the following year after Moscow's annexation of Crimea.

The strategy was meant to emphasize to the Russians that European borders are inviolable.

But now, later this month, the Supreme Allied Commander European Gen. Curtis Scaparrotti will meet with the chief of general staff for Russia's Armed Forces Gen. Valery Gerasimov in Baku.

In addition, BuzzFeed reported that in the near future additional contacts with the Kremlin are scheduled, including a meeting between U.S. Special Representative to Ukraine Kurt Volker and senior aide to Russian President Vladimir Putin Vladislav Surkov, as well as U.S. Under Secretary of State for Political Affairs Tom Shannon holding talks with Russia's deputy foreign minister Sergei Ryabkov.

"This is all part of the normal course of diplomacy and it should come as no surprise to anyone that there are many issues that we need to discuss with the Russians," State Department spokeswoman Heather Nauert told BuzzFeed.

Victoria Nuland, the former Obama administration official who was responsible for enforcing the Russia isolation policy, said she supports the talks, saying, "These channels are especially vital at a time when relations at the leader level are so unpredictable."

The meetings also come as the Trump administration approved the sale of weapons to Ukraine last month in its battle against pro-Russian separatists, The Hill reported.

The scheduled talks also follow massive military exercises the Russians held a few months ago, the Express reported.

Estonian Defense Forces Commander Gen. Riho Terras told the paper that although Moscow claimed the drills were defensive, they clearly were meant to simulate a large-scale conflict with the US-led alliance, as well as to display Russia's ability to deploy a large number of troops quickly if there is an outbreak of conflict.
