Philadelphia police said the driver of a black Honda was trying to hit pedestrians as they walked down a street on Monday morning, and are exploring terrorism as a possible motive.

"Anytime someone is trying to run people over we got to look at that angle and see what the investigation leads us," a police spokesman told Fox News.

The driver died after an off-duty police officer shot him in the head. He struck one person with his car, but was blocked by an SUV before hitting any more people. That's when a police officer approached him.

"When the officer approached the car, he gets out of the car and begins attacking the officer. This male is about 6 feet 1, 250, and immediately gets aggressive against the off-duty officer," said Philadelphia Police Capt. Sekou Kinebrew.

Police would not release the name of the officer, and said that he was a detective with the Philadelphia Police Department who was assigned to the Major Cimes Division. Authorities also wouldn't release the name of the driver, who had a Virginia license and a Maryland plate.
