Protesters are crowding into Republicans lawmakers' town halls nationwide because they are "upset with an election result they didn't see coming," and nobody should be surprised that President Donald Trump is doing "exactly what he said he would do."
"The fact is that this president, a man of action and impact is actually keeping his promises at very fast clip early in his administration," Conway told Fox News' "Fox & Friends" program, and Washington is not used to that happening and the country "is not accustomed to having presidential leadership of that sort."
There are also people who are "concerned about the "swiftness of change," said Conway, but she's not hearing a lot of solutions from the protesters.
"That's what concerns me," she said. "Protesting is covered under the First Amendment. That's all fine. But come up with your own solutions."
The Democratic National Committee has not had a permanent chairperson for seven months, said Conway, and "the opposition party is exactly that these days."
"They bellyache and moan and complain about most things," Conway said. "I haven't heard any solutions. It's just like Hillary Clinton in the campaign. What was her message? A Donald Trump ad, 'I'm not Donald Trump.' That's not a message. That's a screed."
The protesters, she continued, are "echoing and articulating fears that are unfounded and are not going to be realized by this president. He said he would repeal and replace Obamacare. Why? Because we want it to be more patient centric.
"You have had insurers pulling out of the market saying that Obamacare is a 'death spiral.' We have got to do better. Get people covered who aren't."
Trump has also come under fire for revoking Obama's guidelines on transgender protections in schools, and Conway said he took that move because of his belief in state's rights.
"This is very consistent with the president who has promised to bring power back to the states," said Conway. "That which is not reserved to the federal government belongs to the states."
Conway who is opening the Conservative Political Action Conference on Thursday, said Trump "will have a hero's welcome" at the event when he takes center stage on Friday at 10 a.m.
"We have the presidency, the vice presidency, most of the governorships, almost 1,000 state legislative seats went from Democratic to Republican under the eight years of President [Barack] Obama. That's not called coincidence, that's called causation.
"We have majorities in the House and Senate. This country has decided it wants action not gridlock. And this is the man for the time."
Vice President Mike Pence, along with Conway and many voices from the Trump administration will also have speaking roles at CPAC this year.
"Donald Trump is not a legacy politician," said Conway. "He is his own new type of non-politician leader. That's very much in keeping with what many of these young conservative and libertarian members of CPAC believe in themselves.
"They are not really institutional. They are not about the establishment and the elites. So he really is a man for this time."
