House Republicans face a tough battle to retain their majority, but they're not being helped by certain members of the Freedom Caucus, who refuse to pay their dues.
A segment of conservatives will not send money to the National Republican Congressional Committee, thinking that the committee favors moderates over conservatives.
According to Politico, three out of 10 members of the House Republican Conference have not paid their dues, and according to senior Republicans, that amounts to over $10 million lost.
"There's a group of us who associate the NRCC with the establishment wing of the party," said Rep. Mick Mulvaney, R-S.C., who also said that he's got a "principled objection to paying dues to the NRCC."
Mulvaney blames the NRCC for his friend Rep. Tim Huelskamp of Kansas losing his Republican primary last month, though Politico notes that the NRCC doesn't spend on GOP primaries and claims no control over outside groups.
Mulvaney's also still unhappy about ads about him that aired in 2015 by American Action Network, which supported former House Speaker John Boehner. The ads called for Mulvaney and others to give up their blocking of a leadership-supported spending bill.
"There's a group that's still smarting from the fact some of our own went after us, and we'll be damned if we're going to put money back in their hands," Mulvaney told Politico.
According to The New York Times, the Freedom Caucus is planning a move to impeach John Koskinen, the commissioner of the Internal Revenue Service, over the investigation of conservative nonprofits in 2013.
Moderate Republicans object on the basis that Koskinen was not leading the agency when those nonprofits were investigated.
Politico also reports that GOP leaders have been pleading with Freedom Caucus members of the past few weeks. House Speaker Paul Ryan and NRCC Chairman Greg Walden urged legislators to contribute, citing the success Democrats have had fundraising.
According to Politico's sources, the lack of funds is causing the NRCC to shut out those who won't work with the rest of the party, inviting "only members who are paid in full" to the NRCC's second annual house party last week.
"They want you to give a lot of money, but it weakens you in defending yourself in the primary, and for us, the primary is where we live and die now," said one non-dues paying Republican's chief of staff.
