Giuliani: Obama Leaving Behind 'Much More Dangerous' World

President Barack Obama is going out off office next month leaving a world that is "much more dangerous than the world he was given," former New York City Mayor Rudy Giuliani said Wednesday.

"He was given a stable, I wouldn't say stable, but relatively stable Iraq," Giuliani said on Fox News' "Fox & Friends" program. "Stable enough so he could have reduced the troops. He never should have pulled the troops out. That was pulling the plug. That opened the whole thing."

If troops had been left in Iraq, Obama "could have learned about the development of ISIS from the very beginning, and it never would have developed."

After a year's worth of terror attacks, starting last year just before Christmas with the deadly shootings in San Bernardino, and then moving on to further attacks in Brussels, Orlando, Berlin and more, and the attacks have become "like a cancer that's metastasized," said Giuliani.

"We've allowed it to happen, because we didn't keep our eye on ISIS," he continued. "We didn't know it was growing. We thought it was the JV. We paid no attention to it, and we were declaring victory. While we were declaring victory, they were fanning out into 30, they may be in 35 countries now."

Further, the United States "allowed them to infiltrate us," said Giuliani. "When the war was contained in Iraq or the war was contained in Afghanistan, that was bad enough. But we kept the homeland safe.

"From Sept. 11 until Fort Hood, there was no successful Islamic attack in the United States. Since then, we've had a number in the United States, a number in western Europe. This year has to be, by far, a record year."

Giuliani said he agrees with President-elect Donald Trump on the need for extreme vetting, and that if it was up to him, "I wouldn't let anybody in until this thing settles down. I think that's what Donald Trump is going to do."

"If you're coming in from Syria, if we can't prove that you're not a terrorist, you shouldn't be allowed into western Europe," said Giuliani. "I don't think you should be allowed in the United States at all."

Nobody has the right to come into the United States, he continued, except for U.S. citizens, and "we have to put our safety first."

Further, the United States should not do what German Chancellor Angela Merkel did, by allowing in all refugees said Giuliani, referring to this week's truck attack in Berlin.

"It was foreseeable," he said. "We all make mistakes. When they're not foreseeable, we have to sort of forgive ourselves and not make any in the future. Everyone told her it was a mistake.

"Donald Trump on the campaign trail told her it was a mistake. Every Republican candidate told her it was a mistake. The only one patting her on the back was Barack Obama. That should have been a signal it's the wrong direction."
