Noncitizens are voting in U.S. elections — and sometimes sway them, says Dr. Jesse Richman, faculty director of the Social Science Research Center at Old Dominion University.
"No matter how you cut it, there are some noncitizens who are registered and there are some noncitizens who say they've voted," Richman said in an interview this week with "The Steve Malzberg Show" on
Newsmax TV.

"It seems quite possible that a few close election races in the last few years have been swayed by the votes of noncitizens."
Richman believes former "Saturday Night Live" comedian Al Franken was the benefactor of noncitizen votes that squeaked him to a victory in Minnesota against incumbent Republican Sen. Norm Coleman in 2008.
"That's an important race because that gave Democrats a 60th vote in the Senate and that was important for advancing Obama administration priorities in the first two years of his term,'' Richman said.
