Hillary Clinton's lead over Donald Trump has decreased and her success does not appear to be causing a wave of Democratic support, according to the latest ABC News tracking poll released Tuesday.

The results:

  • Clinton: 49 percent;
  • Trump: 40 percent.

In the previous tracking poll, Clinton had 50 percent and Trump had 38 percent. ABC News pointed to the possibility that Trump can move past recent controversies.

The same poll looked at voters' preference in their congressional district, and it appears voters are more evenly split over their support for Democrat and Republican congressional candidates, not showing a trend toward Democrats.

  • Democrats: 47 percent;
  • Republicans: 46 percent.

Independent voters are split evenly when deciding between Clinton and Trump, while those voters favor Republicans more in voting for Congress, according to poll results.

Among independent voters:

  • Clinton: 41 percent;
  • Trump: 41 percent.

Independent voters' congressional support:

  • Republican candidates: 51 percent;
  • Democratic candidates: 39 percent.

The poll results do not point to a trend in the electorate toward electing Democrats. "Clinton's lead in the presidential race relies primarily on the idiosyncrasies of that contest," ABC News' analysis of the results said.

Breaking down the results between men and women:

Male voters:

  • Trump: 45 percent;
  • Clinton: 42 percent.

Female voters:

  • Trump: 37 percent;
  • Clinton: 54 percent.

Trump sees success in polling among men and women with no college degrees.

Men, no college degree:

  • Trump: 61 percent;
  • Clinton: 29 percent.

Women, no college degree:

  • Trump: 56 percent;
  • Clinton: 37 percent.

The poll was conducted by landline and cell phone from Oct. 21 to Oct. 24 in English and Spanish among 1,119 likely voters.

RealClearPolitics' average of national polls — including ABC News' tracking poll — puts Clinton ahead by 4.2 points over Trump.
