President Donald Trump "is the owner, without question, of the Republican Party," but a 2020 campaign against Democratic donor, former NYC Mayor Michael Bloomberg, would be a true "horse race," Democratic political consultant Hank Sheinkopf said Sunday.

"Bloomberg running against Trump would be a real race – not just because of the money, but because Bloomberg represents a particular way of looking at the world," Sheinkopf told host John Catsimatidis on "The Cats Roundtable" on 970 AM-N.Y. "He'd do better in the heartland than people think . . .

"Would it be a horse race? It might very well be. . . . That would be something worth watching."

Bloomberg has pledged $80 million to help Democrats flip Congress this November, which he is focused on as opposed to announcing a run in 2020 for the Democratic nomination.

"Can Mike Bloomberg make a difference here? Not impossible at all," Sheinkopf told host John Catsimatidis.

The use of Bloomberg's money needs to be strategic and not traditional, because as the failed primary of Rep. Joe Crowley, D-N.Y., showed, the polling and winning campaign rules have evolved, according to Sheinkopf.

"So, we have both parties that are fractured, but one is in better shape in many ways, and that's the Republicans," he said.

Bloomberg leading a blue wave, though, would prop him up against Trump in a 2020 battle Bloomberg could win with huge dollars, political savvy, and growing popularity, Sheinkopf added.

"Mike Bloomberg is extraordinarily smart . . . talking about long-term solutions to America’s problems and being very specific about it," Sheinkopf told Catsimatidis. "[That] might be difficult for the president to deal with unless his responses were very negative, and that would not be a good idea, because Bloomberg can beat him dollar for dollar in every way shape and form."
