Shouting, "Blue lives matter!" as he began his speech, Milwaukee County Sheriff David Clarke told GOP convention delegates on Monday night that their presumptive nominee Donald Trump defends police officers and those who feel they are victims of the system.

Clarke, who is black, has been a critic of the Black Lives Matter movement. He pointed to a Gallup poll that shows more than half of Americans fear crime and violence has risen and that the number is at 70 percent in the African American community.

"I often tell residents of Milwaukee and the city and towns that I visit that safety is a shared endeavor," he said. "It starts with the willing acceptance of people to play by society's rules, a code if you will, where we collectively agree upon that ensures stability, fairness, and respect."

Trump, he said, understands that the need to make American safe again is a recommitment to a system of justice in which no government official, private citizen nore elected official, "even Hillary Clinton, and no group of people despite the fervor with which they press forward their grievances can claim privilege above the law."
