Joe Biden Not Running: Twitter Reacts to VP's Big Announcement

Joe Biden announced from the White House Rose Garden on Wednesday that he will not seek the Democratic presidential nomination, and Twitter soon exploded with commentary.

The vice president said he believes he is the best person for the job — and said he would've liked to be the president who cures cancer —however he also believes "the window has closed" to mount a proper campaign.
