Tamir Rice's sister is seen in new video footage obtained by Cleveland.com being tackled and handcuffed by police right after her brother was fatally shot by an officer back in November.
The 14-year-old girl is shown being pushed to the ground and then taken to a cop car while her brother lay dying.
"This has to be the cruelest thing I've ever seen," Akron-based attorney Walter Madison told Cleveland.com.
Tamir Rice’s mother, Samaria Rice, had said during a Dec. 8 press conference that her daughter was handcuffed and tackled, and that officers did not immediately help her wounded 12-year-old son, Cleveland.com said. The new video confirms her story.
In the video, officers are shown standing nearby, failing to help Tamir Rice, until a man identified to Cleveland.com as an FBI officer in the area runs to administer first aid. The boy is taken away by ambulance about 13 minutes after the shooting, the news site said.
Madison told Cleveland.com the officers displayed "overwhelming indifference" to the boy.
"No one thinks that it's appropriate to try to save him," he said. "The first person who does is not affiliated with the Cleveland police department. This is the level of service that makes people very upset and distrustful of law enforcement."
Tamir Rice was carrying a toy gun when he was shot and
killed by police on Nov. 22, NBC News said. The family and attorneys told NBC that the video should be enough to indict officers in the case.
The family has filed a wrongful death lawsuit against two of the police officers, Timothy Loehmann and Frank Garmback, and the
City of Cleveland, according to Scribd.
In the paperwork posted on Scribd, the suit said: "Defendants Loehmann and Garmback confronted [Rice] in a surprise fashion and fired multiple shots at him without any adequate investigation. Four minutes passed without any medical care being provided to Tamir, who lay on the ground, alive. Plaintiff brings this civil rights and state law action to secure fair compensation and to help end the violence perpetrated by Cleveland Police Officers against unarmed members of the community."
