Rep. Gutierrez: Amnesty Hopefuls 'Must Have Roots In America'

One of the top congressional advocates of President Barack Obama’s plan for executive action to benefit illegal immigrants says it will grant two-year work permits and be limited to families with American citizen children, The Hill reported.

Rep. Luis Gutierrez said Obama will limit the program to such families because he believes "you have to have roots in America" in order to qualify.

During an appearance on "The O’Reilly Factor" on Fox News, Gutierrez predicted that Obama’s immigration plan (which he is expected to announce Thursday night) would tell applicants: "You're going to submit your fingerprints and if they come back clear, he is going to give you a work authorization for two years and a Social Security card. He's going to put you on the books paying taxes."

Gutierrez said this part of Obama’s plan would cover approximately 3 million people, and that there would also be unspecified measures benefiting high-technology and agricultural workers.

In a House floor speech Tuesday, Gutierrez likened Obama’s upcoming amnesty executive order to  President Harry Truman’s unilateral decision to desegregate the U.S. military in 1948, according to Breitbart.

Truman, Gutierrez said, acted because he "knew that legislation mandating desegregation would not pass through the U.S. Congress, which was dominated by Southern segregationists whom, it is worth remembering, were just like Truman: Democrats."
