Texas Gov. Rick Perry is accusing the president of "dithering and debating" in his response to the violent militant group attacking cities in Iraq.

Perry's one of several Republicans considering a White House bid who are speaking Friday at a conservative summit in Dallas.

In prepared remarks released before his speech, Perry criticizes President Barack Obama for, quote, "minimizing the threat" posed by the Islamic State group and by the apparent invasion of Russian troops in Ukraine.

Perry says Obama is "lurching from crisis to crisis, always playing catch-up."

Also speaking Friday are two other potential contenders, Sen. Rand Paul of Kentucky and Gov. Mike Pence of Indiana, both of whom are considering GOP White House bids.
