Tesla CEO Elon Musk said on Twitter that he “much appreciated” an offer from a Texas county to immediately accommodate Tesla if it chose to move from California.

The letter, written by Hidalgo County Judge Richard F. Cortez, said the county had a labor force that quickly could be trained to begin manufacturing for Tesla. He noted the county no longer had a shelter-in-place mandate. Musk on Monday posted the letter, also dated Monday, on Twitter along with his response.

Musk has spoken out against California’s shelter-in-place orders and sued a county over its refusal to allow Tesla’s assembly plant in Fremont, Calif., to reopen. He threatened to move Tesla’s headquarters out of the state and said all of its manufacturing could leave California.

U.S. Treasury Secretary Steven Mnuchin said on CNBC on Monday that the state should prioritize doing “whatever they need to do” to get Tesla facilities back opened.
