The release of five Taliban inmates from the Guantanamo Bay detention facility in exchange for U.S. Army Sgt. Bowe Bergdahl has led to speculation that President Barack Obama plans to fulfill his campaign promise to close the prison, despite strong opposition from Congress.

It seems likely now that Obama will achieve this goal by making prisoner transfers to third-party diplomats and by putting off most of the releases until after the 2016 presidential election.
