House Speaker Nancy Pelosi, D-Calif., and other leading House Democrats on Wednesday released an outline for their $760 billion infrastructure plan, which includes a range of policies dealing with climate change, Politico reports.

Pelosi said on Wednesday that the “Moving Forward Framework” would spend $760 billion in funding investments in infrastructure, including highways, airports, rail and broadband. Democrats and President Donald Trump failed to reach an agreement on a $2 trillion infrastructure deal last year, and both have campaigned on improving the country’s infrastructure.

“The president said throughout the campaign that's something he wanted to do, so we hope to be joining with him in a unifying way,” Pelosi said.

House Ways and Means Committee Chairman Richard Neal, D-Mass., said that Democrats won’t offer any ideas on how to pay for the investments unless Trump and Republicans agree to work on a deal.

“I think it's really important that we not volunteer a revenue stream until the administration reaches an agreement with us,” Neal said during a press conference revealing the outline, according to The Hill. “I think what we're looking for here is an agreement that we can then take to the public between the two sides about how best to pay for it so there's not one-upmanship.”

"We have a tremendous opportunity here to do a transformative 21st century infrastructure package,” added House Transportation and Infrastructure Committee Chairman Peter DeFazio, D-Ore. “We've been living off the legacy of Dwight David Eisenhower, with small tweaks, for 75 years. It's falling apart. It needs to be rebuilt."
