House Majority Leader Kevin McCarthy of California said that Republicans would move to repeal the Affordable Care Act when they had something to replace it with,

Pressed by
Fox News anchorwoman Megyn Kelly as to whether a Republican-controlled Congress would rescind President Barack Obama's signature healthcare plan, McCarthy replied, "I think we would repeal Obamacare and replace it with a healthcare system that empowers the individual to have a relationship with the doctor not with the government."
He said he wanted to see a new healthcare system that "actually lowers premiums instead of raising them."
Asked directly whether he would press for a fresh vote on repealing Obamacare — following some 40 earlier House votes to repeal that were never taken up by the Democratic-controlled Senate — McCarthy said, "I would press for one when we have [the] ability to replace it at the same time."
