Report: Ryan Suggests DACA Provisions Will Be Part of Spending Deal

Speaker Paul Ryan on Tuesday told House conservatives that he plans to include provisions for "Dreamers" in the year-end spending deal in order to garner Democratic support, HuffPost reported.

Two Republican Study Committee members, including chairman Mark Walker, told HuffPost that protections for undocumented immigrants, known as Deferred Action for Childhood Arrivals (DACA), was broached by Ryan.

"He did talk about the fact that that would be good if we could get ahead of that as opposed to being reactionary," Walker said.

Especially given President Donald Trump's alliance with Democratic leaders Sen. Chuck Schumer and Rep. Nancy Pelosi on DACA.

And though Ryan said cost sharing reduction (CSR) payments for Obamacare would likely not be included, DACA provisions would be in order to get some support from Democrats on the spending bill.

"That's on the list of things to get done, and we just wouldn't have the votes to do it by itself, so it would have to get combined," RSC member Rep. Rob Woodall told HuffPost.

And any DACA provisions also would have to include border security provisions, Ryan told lawmakers, Huffpost reported, something Trump has made clear.

"I didn't get any impression that Speaker Ryan has moved off of that position," Walker told HuffPost.

Though fluid, just the notion of throwing a bone to Democrats on DACA reflects the GOP's problem of getting anything through the Senate, where Republicans have the slim majority of 52-48.

But it would be a battle for Ryan in his own caucus.

"You gotta get rid of DACA. DACA needs to go away," Rep. Ted Yoho told HuffPost.
