The Republican National Committee slammed Planned Parenthood Tuesday after a second undercover video surfaced showing a medical director for the organization in California discussing the sale of fetal body parts and called on Democratic presidential candidate Hillary Clinton to speak out against "these barbaric acts."
"The new video of Planned Parenthood workers discussing the sale of fetal body parts is truly disgusting," said spokeswoman Allison Moore. "Hillary Clinton must break her silence and condemn these barbaric acts committed by one of her major donors."
The video was released by the Center for Medical Progress, as was the one last week. It shows Dr. Mary Gatter, a Planned Parenthood medical director in Southern California, meeting with people posing as potential buyers of intact fetal specimens.
Much of the conversation captured on video details how much money the buyers should pay.
Federal law prohibits the commercial sale of fetal tissue, but allows nonprofit donation of tissue if the women who underwent abortions give their consent.
Planned Parenthood contends that the payments discussed in the new video, like last week's, involve reimbursement for the costs of procuring the tissue — which is legal.
"We're not in it for the money," Gatter says in the video, while also discussing whether a payment of $100 per specimen would be adequate.
In another portion of the footage, the doctor appears to suggest that abortion procedures could be modified in some cases to get more intact fetuses.
Federal law prohibits altering the timing or method of an abortion solely to obtain fetal tissue.
Planned Parenthood spokesman Eric Ferrero said the source of the videos "is a group of extremists who have intimidated women and doctors for years in their agenda to ban abortion completely."
In addition, Arizona Republican Gov. Doug Ducey ordered state health officials to use "emergency rules" to ban the illegal sale of tissue from aborted fetuses,

"The footage released by the Center for Medical Progress regarding the alleged sale and trafficking of aborted fetal tissue and body parts by Planned Parenthood is horrifying and has no place in a civilized society," the governor said. "I am calling on the Department of Health Services to conduct a thorough review of the law and immediately promulgate emergency rules designed to prohibit the illegal sale of any tissue from an unborn child."
Bryan Howard, the president of Planned Parenthood of Arizona, has said such procedures do not occur in Arizona, according to the Republic.
