Sen. Marco Rubio, R-Fla., on Monday tweeted a video in which he said Russia and China see the opportunity for a "new world order" in Moscow's escalating conflict with Ukraine.

"I had a lot of people this week asking about Ukraine," Rubio said. "'Why does it matter? What should we do about it? Why do we care?' First of all, why it matters is that Beijing and Moscow are making an argument that they want a new world order."

During an interview on the "Brian Rust Show" Thursday, the Sunshine State senator said he would like to be wrong in his assessment.

"This is probably the most dangerous moment since the end of the Cold War," Rubio said. "Incredibly tense. I say this to you hoping that I’m wrong, I really do. Usually, I don’t hope I’m wrong — this time I do. But I think the world’s going to look very different in 60 days."

In a Sept. 11, 1990 appearance before a joint session of Congress, former President George H.W. Bush used the term "new world order" during the first Gulf War.

"Out of these troubled times, our fifth objective — a new world order — can emerge: a new era — freer from the threat of terror, stronger in the pursuit of justice, and more secure in the quest for peace," Bush said then.

The Washington Examiner reports that China and Russia have outlined a vision of international relations wherein they reinforce each other in disagreements with the United States and its allies, while cooperating on a wide range of economic and diplomatic fronts.

According to the Examiner, Chinese General Secretary Xi Jinping and Russian President Vladimir Putin issued a joint statement that called for the "transformation of the global governance architecture and world order." That transformation would be marked by the progress of programs and ideas that Moscow and Beijing conceived separately and could develop into a challenge to American power.

Rubio continued, saying that Russia and China are trying to usher in a "world order where big powerful countries like them get to dominate their region. And the countries that are neighboring them are basically underneath and have to be under their power and in their control."

"Vladimir Putin has decided he wants to take Ukraine," the senator added. "We need to respond to that."

The "dangerous situation" in Ukraine should come with "real consequences," Rubio said, although they shouldn’t include sending U.S. military forces to Ukraine.

As Russia conducts the "largest military exercises since the end of the Cold War," the Florida Republican said action could come at any time.
