Rudy Giuliani: Istanbul Attack Shows ISIS Carrying Out Their 'Plan'

Rudy Giuliani called the deadly strike in Turkey another example of Islamic terrorists carrying out a well-honed "plan" against the West — and blasted Secretary of State John Kerry's pronouncements that the Islamic State fighters are on the run.

In an interview with Fox News' "Fox & Friends" program, the former New York City mayor said Islamic terrorist attacks in San Bernardino, Calif., and Orlando, Fla., and in Paris and Brussels — are "now getting to be an epidemic."

"They do it in different ways," he said of the terrorists. "They have a plan. This is following their plan. Their plan is to attack Turkey, to attack the way they did in San Bernardino and Orlando, with self-inspired jihadists. This isn't accidental. They've written it out. They've talked about it."

"And if they're losing and we're winning, there's something really wrong with the secretary of state," he added. "Something is wrong with his analysis of what's going on."

In remarks in March, Kerry insisted "the very reason that Daesh is resorting to actions outside of the Middle East is that it's fantasy of a caliphate is collapsing, its fighters are fleeing." Daesh is another name for the Islamic State.

According to Giuliani, the Islamic terrorists have "the ability" to carry out strikes like the one in Turkey "because we are not winning."

"We are not putting enough pressure on them and we don't have any troops there," he said. "Every other word out of the president's mouth is 'no boots on the ground.' The best way to deal with Islamic terrorism is to destroy them before they destroy you."

"You can't do these surgical bombings and worry about are you going to hit civilians or not," he added. "Truman dropped the bomb twice on civilians. No American president has probably killed more civilians than Harry Truman. He also made it possible for a lot of children to be alive today… You have to have that kind of courage."

Giuliani asserted the attack at the Istanbul airport was a response "to what they've been saying for a couple months now, which they want to step up the attacks on the countries that are opposing them — Turkey, the U.S., France, England, Germany."

"The reality is the only time we're safe is when they are on defense and we're on offense," he said.

He also praised President George W. Bush for saving "this city" and "this country by  putting them on defense immediately after September 11."

"Within two weeks we went to war in Afghanistan and they were sitting in caves," he said. "When you're sitting in caves, you can't plan attacks like that."
