WikiLeaks Surfaces Scathing Review of Clinton Foundation for 'Quid Pro Quo'

A fresh WikiLeaks dump Thursday surfaced an independent review from 2010 that torched the Clinton Foundation for having a weak board of directors and donors that had "an expectation of quid pro quo benefits in return for gifts," The Daily Caller reports.

At the behest of Chelsea Clinton, who had misgivings about how the foundation conducted its business, the New York law firm of Simpson Thacher conducted the review and found the Clinton Foundation did not have the necessary independent oversight required under federal charity law.

Further, the Simpson Thacher audit found:

  • A board comprised of loyalists to Bill and Hillary Clinton
  • The board's failure to oversee finances properly
  • Conflicts of interest
  • Audits based on cash accounting

But perhaps most damning:

"Some interviewees reported conflicts of those raising funds or donors, some of whom may have an expectation of quid pro quo benefits in return for gifts."

The Clinton Foundation was led at the time by Terry McAuliffe, current Virginia governor and Bill Clinton's top fundraiser, The Daily Caller reported.

"This was bright line illegal," philanthropy expert Charles Ortel told The Daily Caller News Foundation. "This is a rogue charity that was out of control for years. And the trustees elected to not correct them."
