Webb, 68, served one term in the senate as a Democrat, was Secretary of the Navy under President Ronald Reagan, and is a decorated Vietnam War combat veteran.
"On Second Amendment issues, he's maybe a little more conservative, [and] may be able to pull a little more working class people on his side," Pappas said.
"Hillary will be vulnerable especially, probably on populace issues looking at the working class."
Webb said this week he's taking "a hard look" at the 2016 presidential nomination. He plans to travel to New Hampshire in October to speak on the campus of St. Anselm College in Manchester.
