Illegal immigration isn't the only problem hurting American jobs, so is legal immigration, former INS agent Michael Cutler tells

The H-1B visa program and H-2A farm worker program are examples, Cutler said Wednesday on "Dennis Michael Lynch: Unfiltered."

"Mexicans can get a visa in one day if they go to the consulate and work in the United States," he said. "The problem is we do not enforce the law from within the interior of the United States. When someone gets past that inspector at the port of entry, and I did that job for the first four years of my career, or once they get past the border patrol or once they stowaway on a ship and sneak into the port at nightfall, they're here permanently because nothing is being done to enforce the laws from within the interior of the United States."
Former Federal Reserve Chairman Alan Greenspan has actually called for no limits on the H-1B programs in order to drive down wages of American high-tech workers, Cutler said.
"He made that statement before the Immigration Subcommittee in the Senate, and he said it similarly recently in a magazine interview," he said. "Open up the H-1B's to drive down wages."
Cutler was also not sympathetic to businesses that say they have to hire illegal immigrants because they can't find Americans to do the jobs.
Such businesses hire illegal immigrants not because they can't find Americans to do the job, but to exploit the illegals who have to recourse, he said.
"They know they will work for substandard wages under substandard conditions," Cutler said. "Think of the Triangle Shirtwaist Factory fire. The way that people are mistreated in these situations is horrific."
The real goal is hiring people, ignoring safety standards and OSHA standards and paying substandard wages, Cutler said. "It's never been about finding Americans who won't do the job. They won't do the job for the wages and conditions under which the illegals work."
