A so-called criminal justice reform measure that relaxes legal consequences in a bid to help prevent youth offenders from committing more crimes is responsible for fueling an uptick in teen violence in some states, law enforcement experts contend.

"Raise the age" juvenile-justice reform laws have been embraced by some localities, with officials asserting that the system increases the odds that a teen offender will get back on the right track.
