Speaker Nancy Pelosi’s declaration of a formal impeachment inquiry targeting President Donald J. Trump on Tuesday is a “major political gamble” that could cost Democrats control of the House of Representatives in 2020, strategists on both sides of the aisle say.
In announcing the impeachment probe Tuesday, Pelosi declared: “The president must be held accountable. No one is above the law.”
