Democrats have long prioritized establishing a "pathway to citizenship" for the more than 11 million illegal immigrants estimated to be living in the U.S., and with the party controlling the House, Senate and White House, the early months of 2021 appeared to be Democrats' best shot at turning the legislation to law.

But as a record number of illegal immigrants push through the southern border in the early weeks of the Biden administration, those plans have been imperiled.
