Calling President Donald Trump's 2016 election victory a "fluke," Democratic strategist James Carville says lightning will not strike twice for him in 2020, particularly amid the recent White House turmoil.

"I think his election was actually a fluke – I guess is the best word I can come up with," Carville told Sunday's "The Cats Roundtable" on 970 AM-N.Y. "I think flukes can happen once but not twice. Right now he seems to be having a rather challenging time politically, governmentally, legally – any kind of way you can have a challenging time.

"But let's see how this all plays out, but it's not playing out very well for him as of this moment. That's sort of an obvious observation."

Carville, an insider from former President Bill Clinton's administration, says the Democratic party has moved to the left in opposition of President Trump.

"The party as a whole, probably as a result of current political events, has moved, [and] is more liberal than it was in 1992," Carville told host John Catsimatidis. "It's kind of hard to deny that."

Carville, while saying he has no knowledge of Hillary Clinton's 2020 plans, said once a presidential candidate, always a presidential hopeful.

"I know she wanted to be president at one time in her life," Carville told Catsimatidis. "I have no idea what she's thinking now. I haven't talked to her in a while. I don't have any information to share with you, other than my general rule is that once somebody runs for president they always kind of want to be president.

". . . A lot of people voted for her. She got 3 million more votes than Trump got. So somebody liked her out there."
