Fiorina Promises Balanced Budget in Her First Term

Carly Fiorina on Wednesday said that if she becomes president, she'll present a balanced budget in her first term of office by submitting a plan for zero-based budgeting.

"Have you ever noticed how the federal government spends more money every year and never has enough money to do the important things?" the former Hewlett-Packard CEO and GOP presidential candidate told MSNBC's "Morning Joe" program.  

"It never has enough money to secure the border or answer taxpayer questions or fix roads and bridges and yet it spends more money every year because bureaucracies hang on to money that's been appropriated. I would start by saying what is it that's the federal government's job."

Fiorina said her business background would help with that, as she understands what it would take to get the economy going, while many politicians don't.

"It helps to have actually saved jobs, created jobs, and to understand which policies destroy jobs," said Fiorina, complaining that progressive policies have made income inequality worse, and have harmed every group they claim to help.

It's not only been liberals who are at fault, said Fiorina, as Republican policies have also resulted in a government that "continues to get bigger and more complicated."

Fiorina said she has many things she'd cut, starting with the Department of Education and the Environmental Protection Agency.

"The Department of Education has spent more money each and every year for 40 years under Republicans and Democrats and the quality of education has started to deteriorate," said Fiorina. Further, she said the EPA has become a bureaucracy that's destroying industry.
