David Bossie: No Surprise Dems Celebrating Spending Bill

President Donald Trump was "forced" into a continuing resolution bill that made him compromise on many of his agenda items, and it's not surprising that Democrats are celebrating, Citizens United Chairman David Bossie said Tuesday.

"They have broken the appropriations system over the last eight years," Bossie, who served as Trump's deputy campaign manager, told Fox News' "Fox & Friends" program.

"There is no regular order. There is no regular appropriations process in Washington right now."

Trump, meanwhile, is "coming into a situation that is fundamentally broken, and he is trying to manage that while managing repeal and replace Obamacare, tax reform, dealing with all of these foreign problems that he is having to deal with because, again, Barack Obama [left] it all on the table for him," Bossie continued.

Trump can point to a $15 billion boost for the Pentagon, and another $1.5 billion for border security, but it can't be used for the border wall or additional Immigration and Customs Enforcement agents. It also did not include restrictions on money going to so-called sanctuary cities that don't fully enforce federal immigration laws.

"I think he will have the fight in September on the border wall," said Bossie. "It is imperative that the president stand tall on that because he got elected on it."

Even though Republicans are in control of the House, Senate and presidency, improvements can't happen overnight, said Bossie.

"It's because of eight years of breaking the system, you can't get it back overnight," said Bossie. "Speaker [Paul] Ryan in the House and Senate leadership must take control of this process and get back to what we call regular order so that the president can have [an] appropriations bill done throughout each agency as it is supposed to be done, as it's been done historically."

The additional money for the Pentagon, though was important, as the nation's "military is depleted," said Bossie. "Whether it's boots on the ground or ships or our air wings are depleted and have been for eight years. This is imperative to get our men and women the best so they are ready to go."

Meanwhile, Bossie said tax reform is needed to "kick start" the economy. Just one page was released he said, "so that Congress, congressional leaders can get in there, [Office of Management and Budget Director] Mick Mulvaney can get in there and figure out what's best for our economy."
