Hillary Clinton's comments comparing GOP candidates' views on women to those held by terrorists was "bait" to draw attention away from her email scandal, former New York City Mayor Rudy Giuliani said Friday.

"She's under investigation for 12 different crimes," Giuliani told Fox News' "Fox & Friends" program. "If I were U.S. Attorney, she would be indicted already. I would have subpoenaed her server six weeks ago. Not two weeks ago when somebody probably told the Justice Department it was OK to do it."

Further, Giuliani called it "an outrage" that there has not been a grand jury impaneled, because he believes "she should be in front of a grand jury discussing why she destroyed classified material."

Millions of dollars went into the Clinton Foundation while she was secretary of state, the former mayor and prosecutor said, and Clinton also received millions of dollars. Giuliani told the show that Clinton gave "lots of favors" to businesses and to governments in return.

"I would love to investigate the foundation," he said. "It's the Clinton slush fund. That's what the foundation is; little money gets to some poor people and they live like kings."

Giuliani also spoke about calls for gun control laws that have been renewed with the on-air shootings two Virginia journalists, taking issue with statements from President Barack Obama claiming the number of gun-related homicides dwarfs deaths by terrorism.

"They also chop heads off and it's totally absurd to compare the two," said Giuliani. "This is an act of an insane man. Terrorism is different. There's a whole ideology behind it."

He also took issue with statements by Clinton recommending that people in danger call 911 rather than grab a weapon.

"Here's my challenge to the president of the United States," said Giuliani, pointing out that he's faced death threats himself. "You think it's so easy? Forgo your Secret Service protection for you, the first lady, and your children, and see what it's like to have to fend for yourself.

"And then we'll sit down and have a conversation, so you know what we here at ground level have to deal with on a daily basis."
