The left-leaning Center for American Progress on Thursday released a proposal titled "Medicare Extra for All," which details a plan to provide universal healthcare coverage.
"Medicare Extra for All would guarantee the right of all Americans to enroll in the same high-quality plan, modeled after the highly popular Medicare program," reads the plan, written by the CAP Health Policy Team.
"It would eliminate underinsurance, with zero or low deductibles, free preventive care, free treatment for chronic disease, and free generic drugs. It would provide additional security to individuals with disabilities, strengthen Medicaid's guarantee, improve benefits for seniors, and give small businesses an affordable option."
"At the same time, enrollees would have a choice of plans, and employer coverage would be preserved for millions of Americans who are satisfied with it," a major difference from the single-payer plans supported by Sen. Bernie Sanders, I-Vt., and others looking to establish a universal healthcare system.
In the proposal, Medicare Extra would be available to all American citizens and lawful residents. It would cover preventative care, the treatment of chronic diseases, and pay for generic prescription drugs. Vision, dental and hearing treatment would also be included.
The cost of premiums and copays would depend on a person's income level, with low-level people paying no premiums or copays. Employers could continue to provide health insurance, or they could join Medicare Extra, while employees are able to join Medicare Extra even if their employer provides a plan.
One thing not included in the proposal is an estimated cost, although the CAP does say it is working on one.
