WH Budget Chief Mulvaney Apologizes to CBO Staffer

White House budget chief Mick Mulvaney apologized for directing criticism earlier in the week towards a Congressional Budget Office (CBO) analyst, The Hill reported Friday.

Mulvaney on Wednesday lashed out at CBO health analyst Holly Harvey, who worked in the administration of former President Bill Clinton, suggesting she used partisan bias in analyzing the American Health Care Act (AHCA) recently passed by the House."How much power do we give to the CBO under the 1974 Budget Act? We're hearing now that the person in charge of the Affordable Health Care Act methodology is an alum of the Hillarycare program in the 1990s who was brought in by Democrats to score the ACA," Mulvaney said, the Washington Examiner reported Wednesday.

"If the same person is doing the score of undoing Obamacare who did the scoring of Obamacare in the first place, my guess is that there is probably some sort of bias in favor of a government mandate," he added.

Mulvaney said his comments should have been addressed to CBO Director Keith Hall.

"It is the Director who bears the ultimate responsibility for reports delivered by the non-partisan organization," Mulvaney said in a statement on Friday.

However, he maintained previous inaccurate predictions of Obamacare by the CBO warranted questions regarding the agency's scoring of the AHCA.

"It should be and is fair to challenge the results that were assumed by the concealed model the CBO used to 'score' the most recent version of the House AHCA bill," he said.

"This is especially true when the CBO has exhibited a history of flawed analysis and inaccurate findings. The nature of some of its recent miscalculations –– in favor of the original Affordable Care Act in particular –– raise valid questions about potential bias in the current review of the AHCA," he added.
