Homeland Security and NASA received poor grades on IT modernization initiatives, according to a Government Accountability Office evaluation released Wednesday.
A detailed report on the Federal Information Technology Acquisition Reform Act (FITARA) scorecard, issued by the House Oversight and Government Reform Committee, showed only five of 24 federal agencies improved their overall grade since December 2018.
“The House Oversight and Reform Committee’s latest report card on how the 24 largest Federal agencies are progressing on critical IT initiatives reveals a core of relatively stable agency scores, but with several big twists that significantly impact grades for most agencies,” reads the statement.
Fourteen agencies remained stagnant while five decreased in overall performance. Homeland Security and NASA, which were given D- grades, were not in compliance with an executive order requiring department CIOs to report to the department head or their deputy and also received Fs for Transparency and Risk Management, which tracks the degree of risk in major IT investments.
The Department of Defense has improved from an overall F to a C+ since May 2018.
Overall FITARA grades stem from seven key areas, from cyber, which tracks agencies’ ability to continuously monitor their networks using tools to mitigate and remediate cyber threats, to modernizing government technology, which looks at how agencies are using working capital funds to support IT modernization and security.
The FITARA act was passed by Congress in December 2014 to promote federal IT modernization and strengthen the federal IT workforce.
