Health and Human Services Secretary Tom Price responded to conservative critics of the GOP bill intended to replace Obamacare saying he believes it hits the "sweet spot" of what all involved are looking for, though he admitted it is still a work in progress.

"The core is that Obamacare has failed," Price said Tuesday on Fox News Channel's "Hannity." "Costs are going up, access is going down. It's only getting worse, insurers pulling out of the market. Premiums are going up, deductibles are skyrocketing."

Members of the House Freedom Caucus complained that the bill was not a complete repeal of Obamacare, but Price said the bill released Monday is only the first of three installments because they are being passed through the reconciliation process.

"You remember all the things the previous administration did, hundreds of rules come on literally thousands of guidance letters," he said. "We're going to go through every single one of them to determine whether or not they help patients or hurt patients. If they hurt patients were going to do our best to get rid of them."

The third phase can't be done through reconciliation, but will include allowing insurance plans to be sold across state lines and lawsuit abuse reform and expanding health savings accounts.
